Housing Development One Step Closer for CECOM Property

The Tinton Falls Planning Board moved forward in the process of combining two sites for the development of a 181-unit housing community.

The Tinton Falls Planning Board unanimously approved a plan on Wednesday that brings about 50 acres of property in the borough—the CECOM and adjacent Newman Tract—closer to being developed into a 181-unit housing community.

The presentation on May 11 by the borough planner and subsequent public hearing is another step in the process of combining two sites, the 39-acre CECOM property and the adjacent 14-acre Newman Tract, for development.

The original development plan for the CECOM site called for it to be an age-restricted community, but new legislation allows some age-restricted units to be converted to non-age restricted units.  A proposed revised plan discussed in recent months by the borough council, but not approved, would allow the CECOM site to be developed as single family, two-bedroom units.

As part of one of the many steps in the process, the planning board had to address the Newman Tract’s designation, as both CECOM and the Newman Tract must be developed together as a result of litigation. Both are owned by PRC Tinton Avenue Developers.

Borough Planner Paul Gleitz presented a 42-page report on the Newman Tract and gave highlights of certain items in the report, including a lot-by-lot assessment of the four lots in the Newman Tract.

In order for the CECOM site and the Newman Tract to be redeveloped together, both sites need to be designated as areas in need of development. Since the Newman Tract was not part of the original development plan for the CECOM site, it was necessary for it to be designated as an area in need of development.

Now that the planning board has accepted the redevelopment report, the borough council will consider a resolution to include the Newman Tract as an area in need of redevelopment in the overall tract. If that occurs, then it may introduce an Amended Redevelopment Plan that incorporates the Newman Tract and the CECOM site together.

While it was a public hearing on the matter, only three residents were in attendance, and two others arrived later. No one stood up during the public portion of the meeting to ask questions about the Newman Tract and the redevelopment report.
