UPDATE: Congress Shelves $60 Billion In Sandy Recovery Money; Local Reps Blame GOP

Frank Lautenberg, Chris Smith and other New Jersey-area congressman rip Congressional leadership for failing to pass the bill

 

Officials from states hardest hit by Superstorm Sandy blasted Congressional Republicans on Wednesday for not passing a bill that would fund $60 billion toward recovery efforts.

In a release, Democratic Sen. Frank Lautenberg said the move denies aid to "families, communities and businesses that were devastated by one of the worst storms to ever hit the United States.

“Denying emergency aid to Superstorm Sandy victims is a new low for House Republicans,” Lautenberg said.

Lautenberg said Congress should put partisan politics aside, as it does for other disaster recovery efforts, and "extend a helping hand to help them get back up."

"Helping struggling families recover from disasters has never been a partisan issue in Washington and it never should be," he said. "New Jersey and New York families have been hurt badly by Sandy and it is shameful that Washington Republicans are adding to their pain by standing in the way of their recovery.” 

The House of Representatives adjourned on Tuesday night without acting on the $60 billion disaster aid bill, prompting members from the states hardest hit by the storm to react angrily.

Rep. Chris Smith, a Republican who represents Mercer, Monmouth and Ocean County communities, told congressional members that they "must get us to the $60 billion that is desperately needed to assist families, businesses and municipalities devastated by Superstorm Sandy."

"Numerous towns in my district in New Jersey, as well as our friends in New York and further north, are still coping with and recovering from the most destructive storm ever in our region - and perhaps the second or third most costly in American history," he said.

He also said Congress "assisted those pummeled by Hurricane Katrina in 2005 with $62 billion in a mere two weeks... we are now past two months and still no Sandy relief bill."

"I respectfully appeal to my colleagues to come together and support this emergency legislation to help the victims of Superstorm Sandy," he said.

The GOP leadership has been criticized for what one Republican called a "personal betrayal" after it was decided that the bill would not be considered until the 113th Congress, which convenes at noon on Thursday, according to news reports.

The current session of the House comes to an end officially on Wednesday after the new Congress elected in November gets sworn in, according to an NBC News report. Legislation does not carry over from session to session, so consideration of an aid bill would have to start all over if, as expected, nothing is scheduled before then.

In a statement reported by NBC News, a spokesman for Boehner said: "The Speaker is committed to getting this bill passed this month."

In tweets and press releases, congressional representatives said the time to fund the recovery efforts is now, noting that thousands are still without homes and the Jersey Shore's summer economy is depending on future reconstruction.

"It is outrageous that @SpeakerBoehner blocked a vote on the #Sandy aid package. House must pass relief bill immediately. #NJ needs help now!" Rep. Frank Pallone, whose district covers Middlesex and Monmouth counties, tweeted Wednesday morning.

A bipartisan group of eight lawmakers gathered after protesting the move on the House floor after the House voted late Tuesday night to pass a bill to avert the so-called "fiscal cliff," according to NBC. That bill passed 257-167.

Rep. Peter King, R-N.Y., said late Tuesday he was told by the office of Majority Leader Eric Cantor of Virginia that Speaker John Boehner of Ohio had decided to abandon a vote this session, according to the Associated Press.

Cantor, who sets the House schedule, did not immediately comment. House Democratic Whip Steny Hoyer of Maryland told reporters that just before Tuesday evening's vote on "fiscal cliff" legislation, Cantor told him that he was "99.9 percent confident that this bill would be on the floor, and that's what he wanted," the AP reported.

In remarks on the House floor, King called the decision "absolutely inexcusable, absolutely indefensible. We cannot just walk away from our responsibilities," the AP reported.

U.S. Rep. Rush Holt, NJ-12, joined a host of Congressmen in criticizing House Republicans for delaying the Sandy relief bill. Holt spoke on the floor of the House of Representatives Wednesday morning.

“Well, you’ve heard it. Our constituents’ lives were devastated by the Sandy disaster. It has now been about nine weeks since Hurricane Sandy brought the winds and the tidal surges. In Central New Jersey, in Connecticut, in New York, people are hurting. Towns have exhausted their emergency funds and exhausted their borrowing capacity," he said. 

“In other disasters, such as the disaster associated with Katrina or with wildfires or with any number of other natural disasters, this body has acted, and aid has been provided quickly. And yet today, the Speaker is going to allow the 112th Congress to adjourn before passing the much-needed disaster relief package.

“The Senate acted on this bill. The aid package here was well-constructed; it was ready; all we needed was a vote. And the delay is significant. It adds significantly to the hurt. It is not an exaggeration to say that lives are on the line. People are living wherever they can. They don’t have the shelter. They don’t have the businesses. They don’t have their lives. And the Speaker just walks away. That compounds the disaster. The delay compounds the disaster."

Local officials expressed their anger over the delay as well.

"What they've done in Congress is unforgivable," said Ocean County Freeholder Joseph H. Vicari. "This is a betrayal of the residents of the Jersey Shore."

"There are many residents who do not have a home to sleep in tonight, many businesses that have been badly damaged by this storm. It is absolutely indefensible that Congress did not put a plan in place."

"These poor people have worked hard all their lives, and they aren't getting help when they need it," Vicari said. "People are hurting and they're angry. They're on the verge of revolt."

Gov. Christie submitted a bill for $37 billion. Do you Repugnants think he loaded that with pork? Stop blaming the winning party and start blaming all the losers in the "Party of No" who block everything and screw up this country. Grover Norquist and the Tea Party extremists are ridiculous. Unlimited aid for disasters in Texas and Louisiana (Katrina), tornadoes in Arkansas, etc. -- but stalling on long-overdue aid for NJ. Thanks, Runyon, for nothing.

The $60 billion "disaster relief" bill is a pork laden pile of dung. It's one thing for Congress to draft actual assistance to storm victims it's another to craft theft and misappropriation of our money in such an egregious manner. Lautenberg should be ashamed of himself, that is if he's had a coherent thought recently. How about we weed out the worthless crap from this bill and make it an actual relief package instead of using it as yet another piece of Democrat demagoguery.

Check out the links in several of the above comments and save yourself the trouble. There's about $20 billion that will go to Sandy relief, the rest is pork. Pretty clear why there's little GOP support for it. There should be no support for it from anyone until the pork is stripped away. But, as I mentioned above, people vote for politicians who give them stuff. That's why Lautenberg has his Depends in a bunch.

I believe the "raise" was taken away as part of the deal. Anyway, that is what the newspaper indicated as I read. Perhaps incorrectly, not certain. I did watch the entire frustrating thing as it was going on and probably will never again torment myself through the jerk around they put us all through.
As Obama said in his statement after signing the deal last night. if the Republicans think that the government is not going to pay its debt it has another thing coming. He pretty much was addressing the omission of "Sandy". Check out the facts on the raises though. So much is thrown around and tempers flaired that I am certain the truth got lost with the shock of lack of funds for the Sandy victims.
Mr. Obama will have a lot of Dems running the House in a few days. He can get what he wants through them. And mount up whatever he wants in debt and leave the next President (Hey Christie you ready?) with the mess and debt. Just like Bush left Obama. I am pleased that Obama thought ahead for the Sandy vicitims since he had the unemployment extended one year. The extensions as put forth before the end of the year showed only up to the end of September as qualifying for extensions. This way the Sandy unemployed through disaster relief will be able to get some extensions past May or June which is more than likely when their regular 26 weeks would be up.

While I realize the need to get aid for the victims of Sandy, I have to admire the rarely seen fiscal responsibility of this move. If all of the unnecessary add-ons to every bill were taken out, maybe this country wouldn't be headed toward bankruptcy and our kids wouldn't be inheriting mountains of debt. Get rid of the fat and then pass the bill.

Why in hell do people blame the GOP for this? Read all the pork in this, and you will see why it was opposed. Tell me what money for a new roof on the Smithsonian, the study of fishery's in Alaska and several other things have to do with money to help people who were wiped out by this storm. If these thieves, (dem and rep) want this stuff to be taken care of, let them donate some of their bloated salaries to their causes. Most of the resentment to the health care fisasco was because of all the pork added to it, that had nothing to do w/health care, just another way to jam it to the taxpayers again. Nancy Pelosi's remark, "you have to pass the bill before you know what is in it." Or words similar to that, but again, the GOP are the bad guys. We are now stuck with it, and the govt. with all it's free give away programs is making it more profitable not to work, sit on your a**, collect the freebies, and blame the working taxpayers for not giving them enough. Now thy say that SS is a "entitlement." Entitlement?? I paid into it, and so did my employers, for many years. The greedy politicians saw a big cash cow, and stole the money for their projects. This could go on and on, sorry it's so long, but it just makes my blood boil when people blame the wrong people when their party make others scapegoats.

Please excuse me for correcting you it is not SS it is SSI and we paid into it, if the government didn't use it as their bottomless PIGGY BANK there would not be a problem, the pigs funded all kinds of programs with it as well as giving SSI funded checks to illegal aliens who put absolutely nothing into it! $60 billion is more than 100 times $400 million. They are not comparable. "Our own cities get nothing"? You have to be kidding. Tons of our tax dollars get poured into cities every day. If Jersey is on the decline it isn't because the rest of the country isn't shoveling more money at it.

As usual, the devil is in the details, but I'd advise my fellow BGT residents to avoid reading anyone's spin, and instead go to the primary source -- read the bill.

There's a lot in there. It appropriates funds for rebuilding storm damage, providing emergency assistance to families, assesses and repairs damage to underground storage tanks, replenishes fisheries, reviews the National Cemetery system for damages from the storm, puts money into repairing airports and roads, funds FEMA for the storm, pays for the Army Corps of Engineers to repair damage and review for future scenarios, gives money to the armed services for base review and repair, etc. Again, there's a lot in there.

I found it interesting that money is appropriated to repair or replace Customs and Border Protection's domestic nuclear detection devices damaged by the storm.

The Bill was never brought up for a vote. So for anyone who doesn't pay attention and only reads the headline, they're immediately being mis-led from the truth.

The reason this Bill didn't come to the floor for a vote is because more than half of the $60 MILLION proposed is BS. Only $29 million of it is slated to come to NJ and NY. The rest of it is being spent on capitol cronyism, being sent to places like Washington State for some fishery, and a lot of the money is nothing more than theft of all the people by being re-directed for aid to foreign countries! Is that what the people of NJ want? More wasteful spending? I think not. Let them bring this bill to the floor clean and free of waste and theft. If they are sending the entire 60 Mill to us, then so be it. If not just pass the bill with the 29 million and move on.

As for Frank Lautenberg, he's a disgusting old man who is tainted with years of cronyism. Does he even show up any more to vote on legislation? There is no excuse for Chris Smith and his comments. He knows the truth and is not being fully truthful. It is his responsibility to explain to the people why this wasn't brought up for a vote. The people better start taking responsibility of holding these politicians accountable for their deception of the truth.

Per Capita we are all sending more to Washington in tax dollars than we are getting back in services etc. the year Prior to the beginning of his reelection campaigh Menendez's people took a poll and the majority of people didn't even know who he was! Then all the PR appearances and news letters started flooding NJ.

Peter King, Chris Smith and others are doing their best for their constituents, despite the fact that the bill is severely bloated. They do seem to be more than willing to sacrifice principles for the sake of expediency here, however. Why does the choice have to be between a pork laden pile of crap or no bill at all? The answer lies in the fact that to get representatives from other parts of the country to support this spending they too must have their pound of flesh. The system is seriously broken and in the era where deficits and debt are at runaway levels I guess its just too damn hard for little people with power to do the right thing. As I said above, we get the government we deserve.

However, Boehner pulled a Pelosi - shut the door and turned off the lights - just goes to show you how mature these people are. If they didn't like what was in the bill - stay fight it out - come up with another plan & send it back.

Christie is a populist, like Obama. He will land on whatever side of the issue the majority is. If bashing public sector unions is popular, he's there (even though I agree with him). In this case, like King and Smith, principles be damned, "gimme the money". If the Republican party abandons fiscal sanity they are nothing more than Democrat "light" and they will continue to lose elections. Democrats own the "free stuff" issue and trying to outdo them will be impossible. The bill the Democrats proposed was full of pork and special favors that had nothing to do with helping victims of hurricane Sandy. Looks at the money spent after 911 and hurricane Katrina -- most of it went to people who were NOT victims of these events. I wouldn't give a penny to anything Lautenberg (who by the way is a billionaire) condones.
